Subject-based funding of preparatory courses for federal PET examinations: market analysis
The State Secretariat for Education, Research and Innovation (SERI) commissioned the Swiss Federal Institute for Vocational Education and Training (SFIVET) to assess the economic impact of subject-based funding of preparatory courses for federal PET examinations. The aim of the study is to ascertain the possible effects of subject-based funding instruments through analysis of existing scientific literature and current market structures associated with preparatory courses for the Federal PET Diploma Examination and the Advanced Federal PET Diploma Examination.
Initial situation: It is the aim of the three main partners within the VPET system (namely the Confederation) to provide targeted support to tertiary-level professional education and training (PET) (see Master Plan for the VPET System 2012). Among the various objectives, the Confederation intends to significantly increase its contribution to the funding of the PET sector. Discussions are currently underway on various subject-based and supply-driven models for the funding of preparatory courses for federal PET examinations. The change to subject-based funding would bring about a major paradigm shift whose impact on supply and demand for such courses is difficult to predict.
