The research field focuses mainly on VET issues at governance level. The key actors are the Confederation, the cantons and organisations in the world of work. The study of their interaction as part of the VET partnership is both the starting point and goal of the analysis.

The following topics are covered by this research field: the creation and adaptation of the Swiss professional education sector, the institutional work on occupations following the review and revision of VET/PET programmes, the definition of national qualifications frameworks to facilitate international comparisons, the international transfer of aspects of the Swiss dual-track model and the willingness of companies to offer apprenticeship training.
