International Consultancy for the ‘Creating Job Opportunities for All’ UN-Project in Macedonia

An international consultancy in a project aiming at sustainable skills development and employment in Macedonia was assigned to Marlise Kammermann. The aim of this United Nations Development Programme is to analyse formal and non formal VET possibilities for vulnerable groups in Macedonia and to establish a model for vocational skills development for these groups.

The Creating Job Opportunities for All Project in Macedonia aims at better understanding the labour market inclusion and exclusion processes for vulnerable groups (i.e. Roma and people with disabilities).

The mission of the consultancy defines the following three objectives:

  1. To evolve a model for vocational skills development for vulnerable groups (formal and non-formal VET) in cooperation with enterprises and VET providers in order to increase personal competencies for people and growth of job possibilities in enterprises.
  2. To develop a structure allowing consultation and cooperation with further partners (i.e. Centers for Social Work, municipalities, specific support programs/groups for minorities, associations for people with disabilities, disability insurances.
  3. To identify specific support measures for host enterprises.

In a first step an assessment of the current formal and non-formal VET system including all measures related to increasing the vocational skills of unemployed people is undertaken. In a second step a model for vocational skills development (including key activities, modality of interventions and structures, timeframe, budget, responsibilities) will be established.

Method

The methodological steps are the following:

  • Study and analysis of relevant documents (legal principles; descriptions of support measures and structures; program and process descriptions; evaluation and research reports; …).
  • Interviews with relevant stakeholders (ministry; municipality; professional organizations; enterprises; educational institutions; social partners; social, unemployment and invalidity insurances; social welfare; …).
  • Interviews with members of the vulnerable groups.
