VPET Cockpit

The State Secretariat for Education, Research and Innovation (SERI) would like to introduce a cockpit with indicators on upper-secondary level vocational education and training (VET) and tertiary-level professional education so as to better monitor cantonal implementation of the Vocational and Professional Education and Training Act (VPETA).

The Swiss Federal Institute for Vocational Education and Training (SFIVET) has therefore been commissioned by SERI to draw up a list of possible indicators and examine databases that either already exist or are likely to exist in the foreseeable future, particularly databases maintained by the Federal Statistical Office (FSO). The result is an annotated list of indicators provided to SERI.

Method

A policy-driven approach is used to identify and select suitable indicators. The first step is to establish objectives on the basis of relevant legislative texts and documents (e.g. federal and cantonal education policy objectives for the Swiss education area). The next step is to select indicators on this basis. This list of indicators is then consolidated in consultation with experts from SERI and the FSO.

Indicators reflect only a selection of enforcement issues and cannot provide a complete picture of VET enforcement. They are intended to identify similarities and differences between the cantons as well as developments over time. However, they do not usually provide reasons and explanations for differences and developments observed.
